Committee Proposals 4-06 and 4-07 Pass First Reading

Palikir, POHNPEI. June 02, 2022 – During Plenary Session this morning, the 4th Constitutional Convention passed on First Reading Committee Proposals 4-06 and 4-07 after a lengthy deliberation. Both proposals had been deferred from March 13, 2020.

Committee Proposal 4-06 is seeking to amend section 6 of Article IX of the Constitution of the Federated States of Micronesia to how the net revenue derived from the seabed and subsoil and other nonliving resources will be divided between the national government and state governments. The proposal clarify that revenue will be shared with the state or states for whose seabed or subsoil the minerals are extracted.

Committee Proposal 4-07 which seeks to amend section 6 of Article XI of the Federated States of Micronesia to provide that state courts shall have exclusive jurisdiction over cases where an interest in land is at issue. It was the intent of the 1975 Convention that land issues be resolved by the state where the land is located. This proposal effectuates that intent.

Committee Proposals 4-06 and 4-07 will be heard on Second Reading on Friday June 03, 2022.

Palikir, POHNPEI (4th FSM Concon) – The delegates for the 4th FSM Constitutional Convention assembled at the FSM Congress Chamber in Palikir, Pohnpei to convene the 4th FSM Constitutional Convention that started on the 7th of January and will adjourn on the 22nd of January 2020.

Representing the State of Chuuk for this convention are: for the At-large seat, delegate -elect Hon. Redley Killion, for the Election District No.1 or the Mortlocks, delegate-elect Hon. Peter Sitan and delegate-elect Hon. Marcus Samo. For the Election District No.2 or the Northern Namoneas, delegate -elect Hon. Camillo Noket and delegate- elect Hon. Nickson M. Bossy. For Election District No. 3 or the Southern Namoneas, delegate -elect Hon. Jack S. Fritz and delegate-elect  Hon. Myron I. Hashiguchi. Representing Chuuk State Election District No. 5 or the Northwest Islands, delegate-elect Hon. James A. Naich and delegate-elect Hon. Asterio R. Takesy.

For the State of Kosrae, representing the At-Large seat is delegate- elect Hon. Johnson A. Asher and for the Kosrae State Election District No.1 are delegate -elect Hon. Yoslyn G. Sigrah and delegate -elect Hon. Canney L. Palsis. Representing the State of Pohnpei for the At-Large seat is delegate -elect His Majesty Iso Nahnken Salvador Iriarte. Representing Election District No. 1 are delegate-elect Hon. Akillino H. Susaia and delegate -elect Hon. Tendy Tesiwo Liwy. For Election District No.2 or Madolenihmw and Kitti are delegate-elect Hon. Berney Martin and delegate -elect Hon. Saimon Salomon. Representing Election District No.3 or U, Nett, Mwoakiloa and Pingelap are delegates -elect Hon. Mason Albert and Hon. Ricky F. Cantero.

During deliberations and organization, Delegate  Redley Killion of Chuuk was elected President of the 4th FSM Constitutional Convention. Elected Vice President is delegate Iso Nahnken Salvador Iriarte of Pohnpei. Elected Floor Leader is delegate Andrew Yatilman of Yap and delegate. Johnson A. Asher of Kosrae was elected Chairman of the Committee of the Whole.

Also selected to head each of the Standing Committees are: Committee on Civil Liberties and Tradition, Delegate Mason Albert of Pohnpei was selected Chairman and Delegate Camillo Noket of Chuuk Vice President. Chairing the Committee on Finance and Revenue is Delegate Peter Sitan of Chuuk with Delegate Tendy T. Liwy of Pohnpei as Vice Chairman. Selected to head the Committee on Style and Arrangement is Delegate Salomon Saimon of Pohnpei and Delegate James A. Naich of Chuuk as Vice Chairman. For the Committee on Government Structure and Function, delegate Victor Nabeyan of Yap was selected Chairman and delegate Akillino Susaia of Pohnpei as Vice President.  Lastly, but not the least, delegate Yosyln G. Sigrah of Kosrae was selected Chairperson for the Committee on General Provision with delegate Andy Choors of Yap as Vice Chairman.

Press Release No.5

Palikir, POHNPEI(4th FSM Con-Con 01/22/20)- On day 13th of its plenary session, which was held on January 22, 2020,  the Convention adopted two resolutions. These resolutions are Convention Resolution No. CC-Res-4-06 and Convention Resolution No. CC-Res-4-07.

Resolution No. CC-Res-4-06, a resolution expressing congratulations to the Honorable Reed B. Oliver, Honorable Felciano M. Perman, the Honorable Ausen T. Lambert and members of the 10th Pohnpei State Legislation and gratitude and appreciation to Pohnpei State for the invitation to the Delegates to the Fourth Constitutional Convention of the Federated States of Micronesia to attend the 2020 Joint Inauguration of the Governor-elect, Lt. Governor-elect, and members of the 10th Pohnpei State Legislature. This resolution was introduced by Delegate Canney L.Palsis of Kosrae .

Resolution No. CC-Res-4-07, a resolution expressing and extending sincere gratitude and great appreciation to the people of Pohnpei who have shown generous and kind gestures of great hospitality through their traditional and State leaders to the Delegates of the Fourth FSM Constitutional Convention. This resolution was introduced by Delegate Nickson M. Bossy of Chuuk.

Following the adoption of the resolutions, the Convention then went into recess and will re-convene subject to the call of the Chair or the Leadership of the Convention.
